NZHelo, yes, I walked into that one with my eyes wide shut................

How does a helipad/port cost $9,000,000.00
Must be made of gold.

Have a government agency put it out to tender...

If it's as cool as the one in London (which I have flown in / out of) then it might cost that much.

The London version is a towered helipad (with polite controllers), with a 5 star lounge (which was kind enough to allow me entry, amongst the super rich) - just like QF.

But I doubt that, as this is 'Straya...and we don't like helis ! And why would you want to compete with the world outside ?

The tender was put out through BCC but and went through the FULL process until the parties were told the tender had been suspended. It has since been withdrawn at this stage with an announcement yet to be made.
$9M was the top of the scale when it came to building and owning it for a period of time, didn't need to be that high in fact I know there was a bid for less than half of that with all the bells and whistles.
